Found in The Killing Floors
The Oppressor is located in The Killing Floors, Dissected Plateau in Fadefields. The Oppressor appears as a boss encounter in the main mission, A Lot to Process.
The Oppressor can also be repeatedly farmed after you complete A Lot to Process. Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

Use Scoped Weapons
Scoped weapons such as Snipers and Assault Rifles are recommended for easily hitting The Oppressor's weak spot, as it is constantly airborne.
Destroy Cluster Missiles
