For the best Harlowe build, the Cosmic Brilliance skill tree with the Flux Generator is a great choice, as it deals AoE damage and applies status effects to enemies caught in its radius, while also shielding, healing, and buffing allies who stay inside. When used at the right time, the Flux Generator can easily turn the tides of battle, be it with regular mobs or with badasses.

Early on, prioritize Mains Hum and Momentum in the Cosmic Brilliance tree for both survivability and damage, as well as Mass Function and Neutron Decay for faster reload speeds and improved Gun Damage, respectively. Round this off with points in Resonance Cascade to improve your Flux Generator's damage, as well as Confirmative Reality for Active Skill Cooldown reduction to you and your allies.
Once you unlock the next branches, focus on the first branch and get Decoherence for the increased damage to Entangled enemies, Feedback Loop for numerous Action Skill buffs when Entangling enemies, and Runaway Reaction to easily apply Entanglement even without the Action Skill.
Once you get the needed passives, max out Fuzzy Math, Elementary, and Test Subjects in the Creative Bursts tree (Red Tree). Fuzzy Math gives Status Effect Chance, Elementary improves Harlowe's Elemental Damage and Status Effect Damage, and Test Subjects increases her Action Skill Cooldown Rate whenever she applies a Status Effect on enemies.

Starting at level 6, equip the Coronal Mass Ejection Augment to deactivate the Elemental Resistance of all enemies, as well as to increase the Status Effect Chance of all allies inside the Flux Generator.
Once you reach level 16, however, swap this out for the Unified Theory Augment, as it provides increased Action Skill Damage based on how many enemies and allies are inside the Flux Generator.

| Charge Skill. Whenever Harlowe relocates her Flux Generator, it Teleports to a location in her crosshairs, consuming a Charge and creating a Shock Burst that deals Shock Damage to enemies inside it, grants a free Second Wind to allies, and Heals allies within the Flux Generator. | ||
For the capstone, Potential Transference is a must. Not only does it allow you to easily aim where you want to relocate your Flux Generator, but it now also deals Shock damage whenever you relocate it. Additionally, relocating the Flux Generator grants Second Wind to allies, and Heals allies who are within the Generator's range.
The fast rate of fire of Submachine Guns makes it a perfect fit for Harlowe as her skills synergize well with elemental damage and Status Effects.
Maliwan is the best manufacturer when it comes to elemental weapons, so getting a Maliwan Submachine gun for Harlowe is a must. For this build, try to find a Radiation Maliwan Submachine gun, as that will synergize with the selected Passive Skills. If you are able to get the Rocket Scientist Gravitar Class Mod, then getting a Shock Maliwan Submachine gun works as well.
The Flux Generator not only provides shields to Harlowe and other allies inside it, but it also damages any enemy that is caught in its radius.
As such, always start fights with the Flux Generator, as it will provide you with both survivability and damage that will help you deal with fights easily.
Radiation Grenades will help increase your total damage output, as this build synergizes well with Radiation damage.
Try to look for Radiation Order Grenades as these grenades will automatically seek enemies, removing the need to precisely aim your grenade throws.
To farm EXP efficiently, accept Side Missions and Bounties whenever possible, instead of just aimlessly wandering the map.
Side Missions and Bounties reward you with EXP upon completion, and most of these require you to fight various enemies, allowing you to gain EXP from multiple sources per mission.
Other than completing Side Missions and Bounties, you can also earn a lot fo EXP by farming mobs you run into during your travels across Kairos. Additionally, you can also participate in World Events and Points of Interest that involve defeating a lot of enemies, such as Drill Sites!
This build revolves around the Flux Generator and its ability to damage and debuff enemies while shielding, buffing, and healing allies. Emphasis is given on increasing the strength of your Flux Generator damage and lowering your Action Skill Cooldown to make it possible to throw your Flux Generator often. Submachine guns from Maliwan are preferred, specifically Radiation element ones, as the build synergizes well with them.
With the Cosmic Brilliance skill tree, this build increases the buffs, healing, and shielding that you can provide your allies, while also improving Action Skill Duration and minimizing Action Skill Cooldown to not only increases the uptime of the buffs, but also of the AoE damage that comes with the Flux Generator.
