How to Get Glyph - Feed on Fear - Enhanced
Complete The Hermit
Feed on Fear - Enhanced can be obtained by finding the zoom lens in the Photo Shop in Talju. Return the lens to the Hermit in the Acasa Marshes. Afterwards, take note of the newly taken photos in the corkboard nearby. It will show the answer to a puzzle southwest of the Hermit. Solving that puzzle will reward you with the glyph.

How to Use Glyph - Feed on Fear - Enhanced
Imbue in Weapons
Feed on Fear is a Terror Glyph, it can only be socketed into a weapon imbued with the Terror Lymbic Sphere.
This is the only restriction when it comes to Glyphs. You can socket and unsocket Glyphs at any time within the Inventory menu.
