Unlock the Retro Game Collector challenge as soon as you arrive in Black Shores during the To the Shores End main quest. Once you're there, talk to the robot, KU-Cass and it will explain the challenge

The special enemies in Retro Game Collector will be located in Black Shores and Tethys' Deep. To unlock them, you need to level up your Data Hub and they will appear on the map.

You need to deliver KU-Cass Cartridges to KU-Cass to level up the Data Hub and unlock new special enemies. This can be done by going through the Black Shores main quests or completing Yhoran's Tactical Trials.
There will be a total of 10 KU-Cass Cartridges to deliver to completely max out the Data Hub.
Yhoran's Tactical Trial Quest Guide

There are a total of 5 special enemies that you can seek out and defeat, all of which will become available once your Data Hub reaches the appropriate level.

Defeating a special enemy for the first time rewards you with Premium, Advanced, and Standard Supply Chests which you can open all at once for your hard work!
